Long story short - if somebody is having this problem,you can resolve it by using old licence server version 4.5.1. I was not able to resolve this with support. It`s errors out on 'error 1053 the server did not respond to the start or control request in a timely fashion'. basically it will never launch the service, not from windows services, not from cmd line manually. I`m running win7 x 64 too, and have same problems with licence server 5 or above.
